Developed countries must take more emission reduction responsibility
November 20, 2009/Dong Xiucheng
At present, global reduction targets and financing technology shares not satisfactory, mainly because of the developed countries did not assume the obligations of the United Nations Convention on climate change. Signing of the Convention has nearly 20 years, but in developed countries live up to commitments to the Convention, did not effectively take strong measures, including funding, technology transfer to developing countries and assist capacity-building.
Both from a historical responsibility or from the realistic capacity, developed countries should take the lead on the emissions reduction responsibilities, complete credits at the same time, should provide the necessary support and assistance to developing countries.
Developed countries want to talk to our emission reduction quantitative targets, but we are not with you on this question, I will be with you on the peak of carbon emissions in the future, both sides there is a significant gap. India Government "at least 10 years in the future, not discussion, to bear legal, binding obligations to reduce greenhouse gas emissions in absolute number". India this attitude, meet their own needs and realities of economic and social development, developing countries practical.
